Christina Ricci's Ruffled Look

Christina Ricci attended the Library Lions Benefit Gala in New York City last night wearing what looked like a tuxedo jacket, ruffled skirt and black tights. We're on the fence about this dress - it's kind of cute but kind of strange. What do you think?
